The Housing Authority of the City of Los Angeles (HACLA) is the second largest public housing authority in the United States, with a mission to preserve and expand affordable housing for the city’s most vulnerable populations. With millions of gallons of water flowing through its properties each year, HACLA faced a major challenge – hidden toilet leaks that often went unnoticed and unreported, leading to significant water waste and maintenance costs.
To tackle this problem, HACLA partnered with Sensor Industries on a transformative pilot program. Nearly 1,200 smart toilet sensors were installed across eight properties. These sensors detect leaks in real time and automatically notify maintenance staff, allowing them to take swift action before leaks spiral into larger problems.

The program was made possible with funding support from the Los Angeles Department of Water and Power and the Metropolitan Water District of Southern California. These rebates helped offset initial costs and demonstrate how public-private partnerships can drive measurable progress in sustainability.
